Flyers are spread through the streets of Upper by an invisible, cloaked figure.

Our once noble protector has chosen to shut himself inside his palace within the Watch House with his newly found whore. He taxes us relentlessly and steals our hard earned gold to pay for his luxurious estate within the Watch House. You all hear the stories, his enormous meals, his lavish clothing, and gifts he gives to his officers.

Enough with his taxes!

Enough with his regime, and enough of his flunkies that stretch the Watch thin by protecting the slobs and criminals of Lower, instead of us, right-born citizens of Upper!
