Wall of Fire DC

A creature passed through my wall of fire but the DC was only 14, instead of 14 + other modifiers.

The DC appears to work fine when the spell is cast if creatures are immediately caught in it but passing through it afterwards appears to mess things up.

It's probably lumped in with the "cloud" effects on EFU, which lower DC every round they are active.
