Level loss from drinking withering cure tonic

Not sure if this is a bug or not but you definitely can lose a level from XP loss after drinking a "Distilled essence of Sylvan Root" or the like.  I know it's not supposed to happen to priests that cast remove curse, not sure if it's supposed to happen when you drink the potion.
