Underwater area beneath trash island is not accessible

The area below trash island that is accessible via the hatch is hemmed in by shipwrecks. It looks like you should be able to swim between them but you can't. Not sure if this is a bug or by design but it would be nice to be able to swim past that area for a few reasons.
