Kewl idea: Short spear "javelins"

Maybe has been suggested before, but,

Short spears had a long and proud history as throwing weapons, as well as melee weapons in certain periods / certain roles, a number of times paired with shields also. To reflect this, I thought:

Suggestion: Give short spears a 'throw' ability. Deals the same damage as the weapon would, and, if it hits, transfers into the hit creature's inventory, unless it's a PC, in which case the ability is to be used only once, per engagement.

Thoughts?

Would it not be easier to reskin some throwing axes, and name them Javelins?

We actually already have javelins (in working order?), we just haven't added them yet for proper usage.
