I would be for lowering the scroll DC to +20. It seems only reasonable. However if DMs see balance issues...

I'm not certain what ought to be done for class-only items though. Certainly UMD is designed to uncomfortably fit into the shoes of others, but there are obviously limits as has been stated above.

Nickless: I have never once taken the Brew Potion or Craft Wand feat. That may be why none of my casters have ever topped level five.

DT: Aye. Undead are abberations of nature that happen to be so significant that they have their own group. No druid should tolerate that in any form.

Seriously people. I gave my druid improved unarmed strike just because that's the way he is. Make cool characters that suck mechanically so everyone will be like me!

Personally I love them. If my computer could handle them I would do one or two every day.

The problem is that, with my computer in the sad shape it is, I cannot swing any quest with great deals of spawns/interesting terrain/anything that causes computers to go haywire. My peak is gnolls which I only pulled off once without dying, and that due to Gwydion giving me stoneskin. Oh yeah. That was beautiful.

Hard quests iz fun!

As usual I have no idea about mechanics. I am mechanically-illiterate, both in gaming and real life. Also as usual, I have an opinion!

Lowering the damage: Sorry Mort, I know that idea is for balance issues, but it's kind of BS. Any sword worthy of being called a real katana should have 1d10, if not more.

The actual change: I am in favor of it. Feats are very undervalued. An average character on EfU:A gets only three or four of them, with fighters of course getting more, along with humans. Balance is an issue to be sure though, and I think that this could be slightly overpowered, if realistic. We would run the risk of DEX-maxed fighter/rogues running about with katana sneak-attacks of a ridiculous AB. Perhaps, even though it is supremely distasteful to think about, those using katanas with their DEX modifier instead of their STR modifier could receive a -1 on attack damage?
