I belive Damien was meant about dragon related items with one use per day which drops in crazy amount everywhere and do not have any using. And they drops already long time.
And about schematics.
I think Damien was meant special item for sapper class which also drops in few places. Currently sapper class not avalible but item still drops. Not sure if need change about schematics if sapper planned to be returned soon or later though.
The items marked as draconic have a use.
At the very least since the sapper subclass has been removed from the module could all their schematics get removed? The class isn't available but the schematics still drop.
