Consider moving all sewers lowbie content to the first level of the sewers and put all mid to high end content in the deep levels. Restrict druid plants from being planted in the first part of the sewers to prevent horrible monsters being spawned on level 2-5 characters. The current set up is incredibly frustrating let alone for new players.

Most lowbie quests will spawn in upper levels now, with some exceptions.
(If you wish to fight the ORB you still must DARE THE DEEP)
Also it will take PCs removing the current druid-mischief, although druids should no longer be able to plant more in that area.
