Ward Area not learnable to Wizard

on trying to learn the spell 'ward area' from a scroll it says 'you are only able to memorize arcane scrolls' and does not allow me to memorize the spell, despite it being an arcane spell, and usable to me.

Ward area scroll is completely unusable. When clicked, it gives a targeting cursor that cannot be used on anything. The same goes for a wand of the spell. Scroll is also still unlearnable.
