Two new starting portals

We have opened up two new starting portals for use when making new characters. They are the Sanctuary portal and Lower portal. Take note that this does not mean you start as a native of either place, only as a refugee having stayed in the area for some time. You could have arrived any time from the beginning of EFU:R to where we are now. Starting out with past knowledge from before that will require an application.

The specifics of each:

Sanctuary
Your character has lived in the comforts of Reformed Sanctuary for some time and only recently begun to branch out from the life of a refugee. Having worked as a scarred worminger, enterprising merchant assistant or political speaker; you have gotten the funds to start out your new life in full.

Taking the portal comes with these changes:

-- Gain level 3.
-- Upper delivery quests disabled.
-- A selection of vanity clothing.
-- 200gp.

Lower
Your character turned away from the hooded agent's offer and found the way to the streets of Lower. Having spent some time there you now consider yourself a regular and know the place like the back of your hand.

Taking the portal comes with these changes:

-- Gain level 3.
-- Respawn at safe location now in the Crone.
-- Denied Sanctuary Ring.
-- Additional starting gear.
-- 70gp.
