Level Drain removes Level 8 Rogue perk

Not sure if this is intended or not, but my character was level drained by a monster which dropped him to 7 from 8. This immediately disabled his Level 8 perk of Scout. I could determine this by the fact that due to the level drain my saves were reduced by 1, except for Fort which was reduced by 3. Also there was a large reduction in Hide/Move Silently.

I've been under the impression that the perks are permanent bonuses that continue apply even if you lose levels but perhaps I was wrong?

Relog / rest did not reapply bonus?

Managed to get the Level Drain removed shortly after I made the post so I didn't test that unfortunately.

I am inclined to call this a feature.
