Suggestion: DM Ability to turn on/turn off spawns in an area

Seriously, if a DM tones down spawns to make it 'managable' for a group, they should be able to turn off the spawns so that they don't have to worry. This also applies with DM quests I guess, and I think it would be a very beneficial tool for the DM's.

I'm basically saying that the DM's should have the ability to shut down spawning in an area, since there is a timer that respawns creatures to keep the area dangerous. This way in the need of doing so, they can change the area without having to worry about local beasties causing problems, for example, for a DM quest. And, of course, turn the spawns back on when they are done

We have this tool. Whether all DMs use it when they likely should is another matter.
