King's Gifts should disable stealth

I would suggest that acquiring the King's Gifts removes stealth and provides a significant malus to stealth skill.

Already forces you out of stealth when you pick it up and gives you a meaty stealth penalty and a significant speed penalty while also weighing 50lb.

I think it has done enough.
