Animated NPCs for the Vale (House Velstra)

It is as simple as the title says. Seeing NPCs come to life everywhere else makes me think that the Vale could now look much better if it's NPC inhabitants made some gestures here and there, maybe had a little walk back and forth.
Perhaps Nicholas Velstra could get into arguments with the two men at his side?

Though let's please not have NPCs that walk all across the Vale, that might make it too chaotic.
