Drugs marked plot, not disappearing with 0 charges left

Sezarad Root [Drug], Haunspeir [Drug], and Zirian [Drug] all remain when used, leaving an empty husk of a 0 charge item in the inventory!

May be true of other drugs, not sure.

Where did you get those drugs?

They shouldn't be available at all, as far as I'm aware they're legacy items.
