Make both come standard with 5 charges and when used on others of the same type they combine up to a maximum of 25 uses (since they are light).  This is the easy option.

If you want to get more intricate you could introduce something like the healers kits for both salutary tonics and anti-toxins that weighs 2-5 pounds and allows you to vacuum up 50 charges of either for use.
