Remove consent conversation from drawing your own blood

Current Behavior:
When a PC draws blood it starts a conversation to prompt the target if they want to resist or submit to having blood drawn. The conversation loads sluggishly, it closes whatever UI window(s) that you have open and moves the camera. The conversation should stay as-is for use against non-self targets. One of the uses of the item is decremented regardless of the outcome of the attempt (fails if retried too soon, fails if resisted, or succeeds upon submission).

Expected Behavior:
I think when a PC targets themselves consent is implicit. I also would not expect to decrement a usage of the item when it cannot be yet be attempted (e.g. too soon since the last try).

It ought to do magical damage as well since stoneskin/blur defeats the penalty entirely.
