Rogue Perk with bonusses in Gutters

The gutters are pretty exciting nowadays with alot of players and RP / pvp potentional.
It'd be nice to have a Major Rogue Perk that gave bonusses and bonusses specific to being in the Gutters area.
Just like the bandit gutter gorilla.
