An end to faction voices

Hey, players!

We've had a lot of time to observe the system, such as it is, and we're going to remove the free voices that faction-promoted PCs get. We believe it's best if all PCs have to work to earn their voice the same way, and believe that "swing blocs" should be earned, not given freely.

This is a change for the health of the server, and shouldn't be dwelt on too much. If you need an IC explanation (hopefully you don't), the factions simply choose not to spend their treasury money on the matter anymore.
