Legates Syter, Zarat and Princess Hasheema presided over such.

- Sallaru Fahesa presented the Unlicensed Activity Act Proposal for debate, motion rejected due to length.
- Ophelia Whitmore proposed the creation of the Magistrate position to act as judges and reduce some of the work of the current Legates. They are to be assigned by the Legates, two each. Legate Syter assigned Sol Auk, Legate Zarat assigned Sephidra Niridhe as their first magistrate options, and this motion passed.
- Mari Blacke petitioned that those condemned to death be granted last rites by a cleric of their choosing. This motion passed; however, execution won't be delayed should a cleric is not found.
- Constantine Diakos took to the podium to discuss his experience of traveling, later reporting about the Bashmu-Kar. He mentioned they are seeking to wage war or conflict with Ephia's Well and are preparing. He mentioned of possible agents amidst the numbers of the City. Furthermore, he then proposed to cut the cost of Voice by three fourths of the current value, and the motion was dismissed by Legate Zarat.
- Sallaru Fahesa submited a simpler version of the Unlicensed Activity Act proposal, but the number of considerations by the Voiced was too great to approve.  Magistrates Sol Auk and Sephrida were appointed as validators of a new proposal made by Sallaru Fahesa, to be presented to a next assembly.
- Leiah Avryana proposed the creation of the position of Overseer to act in the rebuilding of the Gate of Sands, the motion was dismissed until further revision is made. It was requested both position and funds were assigned to the Fourth Legion.
