The Clerk girl (Janette?) has been missing from the Governor's tower for a few days now along with the Patrician banker. I'm not certain they weren't just moved but it's persisted through a few resets.

I'm pretty sure that the clerk has been moved to the back of the Citadel.

Clerk Jaenette has conquered the High Seat within the Sharboneth Citadel, much to the distress of Clerk Zharkanov. You will find her there smiling smugly.
