I believe this has been suggested in the past but it's relevance has now grown as the docks and ziggarut have separated more than ever before. The establishment of a major DM faction in the area would also lead me to believe that the separation will be ongoing for some time so the worth of this system may be more valuable now.
My only two ideas are as follow but I'm sure there are other options should this be somewhat desired.
1. A group of Heralds that shout messages across the docks and ruins for everyone in nearby areas to hear. This could function just like the mythallar system by would be limited to fewer areas. The Heralds themselves could be anything from an organization that believes open communication will help lead to peace to simple dock inhabitants trying to make a living.
2. Messenger children that deliver your words to the Ziggarut itself for it to be announced over the sending system in place.
DM quest to steal blueprints for a new sending system to be delivered to the Boz-Gnome Gang for creation. IMO.

I second this one, say pay 5-10 gold to a herald "boss" and various people around the docks speak your message sometime within say a minute.
We already have a plan for this, have done for awhile, and if I'm not mistaken BigBadThief you were actually already aware of it.
