Title: Lightening Citizenship

Alright, I know normally this isn't a big deal but it occured to me that the citizenship papers shouldn't weight a half pound. Most paper is quite light and proving who you are shouldn't require as much paper as a tome (or half a tome in this case)

I recommend we reduce the weight from .5 to .2 or even .1.

and ziggurat statues, or gobsquat pass, these things add up the pounds. heh. it's crazy enough how much space in your inv they can take up too.
