Actually, if I may:
Do not allow Halflings to do damage by themselves. Rather, give them an item that turns them into a throwing axe-type item, which can then be thrown. They do damage based on their Strength + Level + Obesity Perk.
And yes, Halflings will get a bonus when throwing other halflings, since halflings are a thrown weapon.

Sorcs don't need -1 LA because they have alot of custom loot, a custom quest, a custom PRC... and other bonuses! We've had some incredibly powerful sorcerors lately.
I would as far as to say sorcerers are better than Blackguards, even.

No, but really. Are halflings THAT strong? I mean, +1 AC and +1 AB does sound good, but their damage is lowered because they can't use long weapons with one hand, and they have less STR, so that's less AB and Damage too. Even more with two-handers, because both effects merge.
Can somone explain me why people consider halflings that strong?
