I just logged into all three of my active characters: Halas Garrut (with a space in the name), Deanna Gallows and Flyne Amraphen and all of the journals are blank as if I had written nothing in them.
Could this be related to this thread here?

If anyone can restore these journals that would be great since they had notes on rivalries, events they had partook in, and other personalized information.
is that journal items or your game journal? The game journals are stored locally as text files on your machine, and you can edit them.
That journal that you can write into, is in your PC. if you have reinstalled and/or deleted game files, they are gone. You can also change and edit it out of the game in your game files.
It is a cruel reality that even I have to notice at times when I reinstall game. Goodbye my notes and secrets and what not.
