Appears to be functioning as a high level version of Enervation, with an extra 1d4 levels removed.
Thus, Restoration removes the level drain effects.
It's a ninth circle scroll, the levels removed ought to be permanent.
That's not a bug.
I'd say the extra 1d4 should be put back. And maybe made permanent untill next reset.
