Unless I'm missing an NPC (and I might be) it seems to me that the only places a PC be brought to be raised from the dead are inside the Colony. Since it runs counter to the roleplay of a lot of wilds PCs to go there I was thinking it might be good to have an NPC in one of the wilderness camps/villages where wilds-based PCs could be taken to be raised so as not always having to take the 1/3 XPs hit from a respawn once they reach somewhat higher levels.
Or be doomed to perma after PvP. I second this suggestion. A stargazer cleric of silvanus at the stargazer village, or a chauntean cleric at the exiles camp imo.

Also keep running into the same isssue with the level drains in the Flayer quest. It would be nice to have somone that can restore in Starwood.

I thought the Exiled Camp guy could? Mind you, with all the plants getting constantly pillaged, it's nowhere near as simple as it used to be for a wilds PC to get reagents for it.
I thought I'd just dredge this up again. No, Kantuu at the Exiled Camp doesn't offer Raise Dead.
I still think that something like this is needed. Mostly when the wilds PCs die they respawn, leading to a vastly greater XP loss than PCs in the Colony.
I support this as well. It does not seem fair otherwise.
Of course, a really cruel DM invention would be to have an NPC offer classic Druidic reincarnate from First Edition. I still remember the mad cackling from the time a badly disliked PC was reincarnated as a badger.

Might seem a bit odd your dragging the corpse of a Stargazer, for example, or even a werewolf, wereboar, werecat, for a raise! All of which might reasonably allies of nature.
Here's a thought. How about somebody that does Reincarnation? It's a druid spell that brings back the dead. And it'd be pretty interesting.
People coming back as a rat or a dog would effectively retire the PC. Afterall, no one would RP that for long, and it would just get silly, so the druid would go unused, people would simply respawn. Besides, I don't think it's possible without some very heavy scripting, or a leto.
On a related note, maybe just move the temple of the Chaunteans outside of town? Somewhere where both city dwellers and nature folks get raises is a capital idea, but I agree with Ghost that the necessity to go inside the city is a breach of immersion. It never really made a lot of sense to me that the Chaunteans were located deep in the city anyway!
It makes plenty of sense. Chauntea is the God of farming and fertility, and the temple is amongst other temples.
Reincarnate doesn't bring you back as an animal, it brings you back as another type of humanoid. I don't think that'd be worthy of retiring.

There's something like a 15% chance off that table that you'd return as a monstrous humanoid, races that require apps. That could be changed though, but it'd still seem complicated to make all the changes. IMO, make the Cleric of Chauntea at the Exiled Camp cast Raise Dead, possibly for coins as he has to trade for diamonds.
Reincarnation is best left for DM events/plots or app pcs.
Perhaps just allowing an npc in the Stargazer village to raise dead would be an option. I can already think of two (perhaps even three?) NPC's already there that could offer the service.
