Quest level is set to 0-0 and cannot be taken. When a DM bumped it up, we still had to take it one at a time and it did not add party members.

The quest also could not be ended.

This happened because a dm adjusted the level range to let someone below the minimum in.  Because of this we each had to take the quest seperately, but only one person could end it, which was Tendaji.  The rest received only the option to give up.
 
Not a bug therefore, but perhaps an indication that the quest system does not tolerate limit adjustments very well.

It tolerates them fine on other quests. The default range was 0-0, and we couldn't take it as a group. It's a bug. The rest is simply a result of workarounds to fix that bug in order for us to even attempt it.

This quest sounds like it got left by the wayside when Snoteye updated the quest system. I'll let him know.

I do suspect, though, that whatever DM adjusted the range for you just did it completely improperly which is what broke it.

I took it first, but did not come back out until much later.  I did not attempt to close it.

Looking at this quest again, the range is 3-9.  Different from what the range was on the old system, but an improvement over 0-0.
