Remove it, please. A neat idea but adds more headache than solves. If your sending gets cut off, or you want to make a change, or you want to make one and someone else does, headaches ensue.
So now everyone has to suffer because of 1 man? This creates more issues than it solves. Banning RwG comes to mind!

Agree with OP. This is just extremely annoying, and adds little.
A nice tweak for immersion, but it clearly was only implemented to stop sending wars. its just causing a tremendous amount of annoyance for docks living pcs.

Maybe it's.. IG issue?! Hacked thing that was IG stolen and implemented may not work properly.
Could it be changed to restrict a given pc from spamming rather than a generic cooldown? Something like the rest timer. "You can't make a sending right now, you'll have to wait your turn". Put a few NPCs in there to represent a "queue" too?

Speaking as someone who mainly plays Dominion of late, I did not really find Sending Wars that big an issue. Sure, they could be annoying, but often made up for it with at least some entertainment value. (I admit I felt sorry for the poor Docks town crier because the wars regularly ended with him having to go to bed with a migraine, I always wanted to buy him a beer or ale or something to show I sympathised.)
