Was on Jergal, and a mummy used some item to summon a shambling dead, whereupon said spawn nearly killed the entire party due to it having 29 AB.

Quests should be challenging, but throwing such a monster on a quest with a max level of 7 may be too much.
I think this is a perfect opportunity to realize that:
Atleast it doesn't have an AB of 30.

They shamble. Come on, that's a given. They can shamble quickly though.
This happened again, these shambling undead have the highest AB in the server, is this a bug or a feature?

It's probably not intended, but I'm sure a shambling undead with this epic AB still has low AC/HP and one attack per turn, plus no epic damage. Which does not make it a pc killer.

I didn't know minibosses could come from summoning, but its pretty possible.
I believe the power of Shambling Dead is contingent on the power of their Animator.
That said, Shambling Dead are interesting in their extremely off-kilter power balance. They are extremely strong, but also very slow moving, very low AC, and very fragile in that they disappear as soon as their animator dies.
They are not overpowering by any means, even with the fact that they basically have a guaranteed hit. Just deal with them strategically, instead of doing silly things like trying to fight them head on, in close, crowded quarters.
