I recently completed Hagatha's Herbalism delivery as a level 3 character. Two of the three requested reagents were taken by the quest giver, but the spider eggs were not. I received XP and a reward.
Update: Didn't even grab the spider eggs and the quest giver didn't look for them or any flag I had. I cashed out with just the two reagents.
