They don't appear to work. He took my gold, I told him what I wanted to say (Don't bother asking if I said it on the right screen, I'm not stupid) No sending was made. Waited about 5 minutes.
Yet there's been around twenty or so such sendings today.

The one in the ruins area, near the observatory quest. I asked him to make the sending, then walked off. (If it matters, someone else was occupying the sending system when I told him to do it)
The ones in the Gobsquat beggar kid house dont seem to work either. They take wrong about of gold, only 1 and dont do sending. You get to go through proper dialogue though.
Gotta slap the little worm, that'll teach him some manners.
