I recall the quest does not let me in, says something about maximum level not being viable, I was level 2 or level 3.
Also might want to check to see if the boss'll spawn.
Are you sure it wasn't saying that you need two people in your party? Were you on your own?
I had another person with me. I was fairly certain it said, "Max level not registered" or something of the sort, I'll look into again with a group.
