I understand that this was recently changed, and it was said in IRC that the changes were -

Speed reduction
If you are spotted by a monster or a PC
(only)

When I use this spell now, the speed is reduced to something near 90-100% normal walking speed and I am also forced into stealth mode. This happens no matter if I am in the presence of PCs or NPCs.

I can understand it being reduced in effectiveness from it's prior movement speed, but now it seems effectively useless and will expire before you can get anywhere with it.

My suggestions would be to instead -

1. Return it's movement speed to normal or above and give it the blinded / darkness effect, thus making travel difficult and forcing you to stand right next to someone to reveal them.

2. Change the spell completely to be more similar to scrying, yet allow it to be placed in an area (using a config like teleport). This would make it immobile, and you could even allow a will save for anyone in a radius to detect the eye being placed. There could even be an effect upon the spell's completion so people would know it was there.

This option also removes some "bugs" with the spell that are currently around, such as people teleporting to it's location if they are moving as it ends, or it granting exploration experience without risk, and possibly more.

(This is in bug reports because I believe the speed is not actually functioning how it was intended, according to his IRC explanation)

You're quotting me out of context. The If you are spotted by a PC part was for the line above the other one and it was a joke.
