Title: slim caden not working (yet?)

it says it's L 2-4 party 1-5 but it won't let my 4th level fighter accept it. is it just because it's new and not working yet?

I also tried to take this quest with a level 2 dwarf, and didn't get an option to accept the quest.

It does not seem to work for my level 3 fighter as well, but I think I have seen another PC do it before, could the quest be meant for only a certain class?

Well, the quest couldn't be finished so someone probably never ended it and left. Try next reset.

The Seaweed isn't spawning through the quest resets.

Meaning, if you take this quest, prepare to drown, like I did!

also i couldn't find the ring. it seems that it didnt spawn.

Yeah. The version was corrupted, so it didn't update. Wait a bit before trying it.
