I like this suggestion, could be a nice perk for characters who don't naturally get a lot of efuss points, but still want to focus on a couple of the skills. It'd also be a nice perk for those characters who don't really find anything else fitting and end up with soldiers rest or iron lungs just since they can't find anything that fits their character.
