I found a corpse of one of my characters friends and bought a candle to use on them. The player was not online as i used the candle, and yet it allows use, and subsequently waste, of such a powerful item...

I'm not sure what you thought would happen.
Under normal circumstances, it allows you to get confirmation that the soul is not ready or unwilling to return, thusly completing the resurrection ritual. I don't think this is a bug.
