I'm not sure if I understand how this perk works or what area it applies to currently (still the docks?) but I have a suggestion for it.
Allow it to apply to a number of "slummy" areas so it has a bit of a more useful feel to be a slummy kinda fellow, rather than feeling somewhat awkward in being slightly badass in one very tiny area. Allow it to function in Murdertown, Old Stones, and maybe other areas I'm not thinking of that might qualify as "slummy". Like, reverse druid perk.
Just an idea.
I think working just for Old Stones would be fine enough.
