Title: Regarding Merchant Licenses

Higgins is still there, which makes me a bit confused, once she left the Market saying she would not pay the for the license. Should I take it ICly and bust her again for not having the license?
 
Also, the NPC who provides the license is not working.

Both are bugs, to be fixed soon.
