Something has been bothering me about Urogalan. To quote his dogma directly:

Since he obviously is a death god who sees death as something natural and who hates undeath, why does he have the death domain? I feel that Repose would be a better choice for him.

Death Avatars aren't all undead. I think the Jergal, Osiris and Urogalan ones are all Neutral Outsiders. I played a Jergali some time back, and the last Urogalan cleric I saw never had any Paladin issues with his Avatar. There's a whole Undeath domain for gods that are into undead creatures, Death domain actually gives no spells useful for animating undead. The thing that always confuses me is that Kelemvor, the top god of Death in FR, doesn't have Death Domain.
Death Domain is given to gods who actively seek and promote death which Kelemvor does not do, nor does Urogalan. Yurtrus and Velsharoon, do.
The original reason is that these domains were decided upon prior to the addition of extra domains which included repose. The Death Domain avatar for Urogolan is indeed a neutral outsider ("black hound of urogolan" or something). However, you're quite right that repose would be appropriate for him so if a DM wants to take the time to add repose as one of his choices that would seem reasonable to me.
