How about hints in the dialogue about alternate ways to get in, and bluff/persuade options to get in without paying? Someone else also said that having the "Explore Mistlocke" quest in the journal could serve as a first free pass, which will be friendly to new characters.

What is this in relation to? Is it a FOIG thing? Otherwise I don't follow.

That toll is actually quite expensive considering that particular part is the part you want to cross through over and over, all the time. I suppose it's fine as long as it's not permanent, but it should be even less, like 2gp if it's going to be permanent, and with ways to enter for free.
