I do not mind the odd note with a couple or three lines of text found here and there. I do get sort of annoyed when I inadvertently mouseover one and get a massive wall of text that darn near blots out the entire bloody middle of my screen. When I run into that, I don't even bother trying to read it, I just get annoyed. And I have now gotten into the habit of whenever I stumble into one of these things, I pick it up and subsequently dump it somewhere in the sewers of Nebezzdos where the Risers can read it, or maybe near H'Bala's tower.
The notes are fine. But brevity can also be an art form, and in propaganda especially it hits harder. It wouldn't hurt to try it.

Precisely. While the good old treatise has its place, it should be sparingly used and will have a generally low consumption rate anyway.
I too encourage exploration of brevity and the sparing use of verbosity!
A very good rule for online writing is the 90 second rule. If it takes more than 90 seconds to read it out loud, it's too long. Brains, like mouths, need to chew a bit before swallowing.
