Title: Spirit Commune Persuade Check

Making the check gives you a reply saying you have been accepted as a medium and are given a bone necklace and may now speak to the spirits.

You receive no actual necklace item, nor may you speak to any spirits.

I can confirm for you that this is not a bug. What exactly happens may be best to FOIG, unless a DM has something else to say about it.
