Not sure if this is a change or a bug. But I've gotten two converts and tons of prayers and my holy symbol hasnt upgraded a single time... Even past resets. Before I do believe it took one convert to upgrade it?
It upgrades with resting now, not resets.
Keep in mind, prayers absolutely don't last. Also, the number of converts required to increase the power of the amulet has been increased.
