Just tried fishing out, it says that you can only use animal guts and not the purchased fishing bait when at a proper location.

The bait that can be collected from the 2-5 quest works fine, it is just the bait from the fishing shop that doesnt work, to my investigations.

You will also be able to buy bait bundles as of next reset.
