All of the quests seem to be minimum level two, even the errands.
I suggest either lowering them to one, or making sure Deep Lizards can't camp the lowbie quests in order to lower pcs to level one, one or the other.
I think this should be a bug report entitled "Respawning can take you down to level 1." It used to be set up where you always had a minimum of 1000 exp no mater how badly you got gibbed.
Closing this as the suggestion is unnecessary. The problem is dropping to level 1 which shouldn't happen after next reset.
