Is allowed use ** bla bla bla ** for emote anything the char is thinking at moment or are some other tag or rule to follow ?

Personally, I'm in favour of emotes being limited to physical actions, facial expressions and body language - Not things like otherwise unknown insights into a character's mental process;
*Thinks X is dumb*, etc.
Emotes for the world at large, and circumstance of other players' characters, should be left to the DMs.
But reactions to the above are obviously fine, if not encouraged!

I can say that as both a DM and a Player nothing breaks immersion for me more than lots of unnecessary emotes, that do not pertain to actions, or appearance. And even the appearance ones can get silly, like-
*looks like a raging badass* or *is wearing a super nifty trench coat*
Things like this are only really funny for the people writing them. For everyone else, it's just sort of a turn off.
I like the occasional emote that hints at thought processes. You can't always get an emote properly across with the adjectives one usually limits to facial expressions or physical motions.
eg
[Mac smiles viciously at Biff as though suddenly struck by an evil thought.]
I like it when people write thirty-word emotes to describe the gloss of their character's hair.
Or the marbliness of their skin.
