There's a "Raw Fish" item that can be dropped from mobs that these fish-gatherer NPC's don't seem interested in.
You mean it's a bug that some old, stinky, raw fish that's been kept in a goblin's bag for the past few days isn't something they want to buy?
Well... those trogs could have just caught 'em! :P
