I know why we have maximum number of times a person can do a Quest. However, I think that for some of the less, introductory quests, it would make more sense and be more flavorful to longer lived (often killed pcs) if this was limited to a certain number of times within a set period of time.
Say instead of max 5 times ever.
A quest would be 3 times within two weeks. Or 2 times within four, etc.
Maybe remove quest limitations all together and replace it with the quest giving less supplies/rewards after so many completions.
At the moment neither of these suggestions are possible within the limits of our particular quest system.
That said, it would be desirable. I would definitely prefer a system to limit quests to being only taken once/week or something, but sadly... that is complicated to script.
Unfortunately if we leave low-level, high-reward quests to be taken unlimited amounts of time there are players who will identify the most rewarding quest, and just do that quest every reset for months on end before starting their character in earnest.
