Currently only 2 of the three get sendings at no charge what-so-ever. This is a luxury not even afforded to city officials above, and we all know that Stone has to dump baublium into that sphere. I propose Lower sendings cost something.
Advertisment is good. Sendings are good. Spam is not.
You also get to hang out in an area where people have to murder NPCs and break down gates to escape even having a fist fight while FD PvP can run rampant in lower without much NPC intervention.
Everywhere has it's perks and downsides!
Inclined to agree with RWG. Lower is much more dangerous and thus has that added perk. I would however like to see the removal of the DC30 persuade check required to use the system and instead allow non cultists to spend gold to make sendings in lower.

Kind of on the fence for this. I sometimes hate the newfound easy access to sendings in Lower because sending wars can develop into meme-level spats that are just uncomfortable to watch. Is FD PvP in Lower especially frequent? It still needs a DM and I'm somehow not under the impression that the limited amount of Lower PC's are eager to kill off each other. The other side of the spectrum was also pretty ass; rogue-only sendings except for when Lower PC's were willing to pay an arm and a leg for sendings.
If anything I'd suggest revoking the "no anti upper sendings" more than making sendings cost something. Your friendlymen have moved along and probably would not police it anymore.
